A software updater from Toshiba, Pinger.exe comes installed with all Toshiba laptops and starts with Windows. It routinely reaches out to Toshiba's update server and verifies connection. When it receives a ping response, it notifies the Toshiba Update client that a connection is available, and the Update client then checks for any native software updates available. Based in Tokyo, Toshiba Corporation was founded in 1938 and became the fifth largest PC manufacturer in the world in 2005.

It creates problems when trying to connect to Corporate VPNs using Cisco VPN Client software. Our solution was to disable pinger in startup Helpdesk Technical Support | |
not necessary. it occasionally looks to toshiba's site for updates and lets you know if there are any. however, as microsoft has taught us over and over again, the latest updates aren't always good for your computer. i would disable it personally and manually check for updates on toshiba.com if you have any computer problems.
