I have a recently reformated computer here and it does not have the file. This one is nasty. rlls.dll is a bad file that is tied to RelevantKnowledge. In order to remove it, I had to boot to a CD. After removing the file, I no longer have network connectivity. This has linked itself to some module that is interfering with networking. I am working on the fix now. This file doesn't exist on any other Windows installations that I know about.
