DVDLauncher.exe is a component of Cyberlink PowerCinema that runs in the background checking for a DVD to be inserted into your PC's DVD drive. When one is detected, it will spawn PowerCinema to begin playing the DVD automatically. The process not essential to the operation of PowerCinema -- if you don't want it running constantly, disable the feature.

Better off without it: disable disc player, remove process from Task Mgr, delete .exe file from Program folder. Where superceding applications can associate data type to drive, replace the run file within properties and re-enable unit through Device Manager.
