The Eicon Communications Assistant is a process that is installed along with the drivers for certain DSL modems and/or modem communication software; it is from a company called Dialogic (formerly Eicon). It may be required for the proper operation of your DSL modem, so it is probably best to leave it running unless you have a specific reason to disable it.
